To "float" means to offer for sale on the market, for instance, an IPO.

To "delist" means to remove from the stock exchanges.

In a refloat, a company that was formerly public but was removed from the stock exchanges for whatever reason, gets offered for sale to the public again. This is similar to an IPO but for an established company.
