To some extent I think the Gov. will support some of these companies. But I do not think that they or any organization can make them "profitable". That is the CEO and B.O.D.s job.

I once knew a guy whos job was defense procurement. We were on an US Army base looking at some helicopters on the flight line. I asked him why the Army was getting rid of the UH-1 and replacing it with the UH-60. He said, "Well it is seckorsky's turn." His premise is that everytime the Army (or any other service) buys a new aircraft, they will end up getting the aircraft from a different company. Right now in the Army inventory there are Bell, Seckorsky, Hughes, ... etc. Why? Because its their turn.

Does the Gov. support only 1 company?
