No he didn't. He described a consequence of the Copenhagen interpretation that, to him, illustrated the absurdity of the Copenhagen interpretation.

Yet superposition at the macro scale has been empirically demonstrated so as absurd as the Copenhagen interpretation may be, it is still the majority opinion of quantum scientists. By the standards of human intuition, the universe IS absurd.
