True, but only if the individual acts voluntarily, not by government coercion. Forced charity is no charity at all and is not what this verse is about.

What about forced virtue?

Why are there requsts for new laws about moral code if it would result in no one being moral?

Would the opposite apply? Do Christian Conservitives believe forced observance of moral laws result in morality? I don't pretend to know what they think. If you identify as a Christian Conservative maybe you could asnwer this for me.
