The actual Constitutional language refers to Persons (not citizens), and it expressly includes categories of people that were not citizens (most notoriously slaves, who were counted as 3/5 of a Person for apportionment. Moreover, the Census has always included lawful residents who are not citizens - and there is no argument being made that those who are lawfully here (but are not citizens) should be excluded from the Census.The only debate being held is whether people who are present in the county but who have violated immigration laws should be counted in the Census - not whether the Census is limited to citizens.Albaby

It is worth noting that for the majority of our US history, there was no such thing as an "illegal."Prior to about 1925, if you were someone other than an Asian, you could enter the country legally without permission.There has been a very long history, dare I call it a precedent, of counting people that are here without permission. There legal status has never had any relevance.

Illegals should not be counted because that logic then states if 100,000,000 million illegals overwhelmed our borders and law enforcement next month and successfully spread out thru the country, then all 100,000,000 million new illegals should be counted in our Census. Seriously, who would be ok with counting these 100,000,000?
