Turkcell does look to be one of the cheapest telecoms on the GG scorecard, but you have to consider some of the other issues concerning the company.

Namely, European countries are on a drive to lower costs to consumers (http://boards.fool.com/Message.asp?mid=27605172) and Turkey and Eastern Europe are taking this recession rather harder than other parts of the globe (Indonesia and Brazil, for example).

I'm personally also a little hesitant with Turkcell because management has acknowledged constrained growth opportunities in Turkey and have been pursuing growth through acquisition and I haven't been all that impressed with the targets they have been looking at (http://boards.fool.com/Message.asp?mid=27370723).

That being said, Turkcell is still the dominant provider in Turkey and the solid yield is pretty safe.
