Turn the iPad Off, turn it On and try again.

I am not sure where you are in the process, but can you hold down the icon and get the option to delete?

If those fail, call AppleCare.

Not clear what model, but I have already updated my iPad mini2 to the latest iOS, so there must be something blocking..

Free space? I recently had to delete a lot of old, unused Apps to make room on this 16 Gb iPad, it needs room to maneuver a bit during the install.. Maybe take a look at that...

This is a brand new one I bought in the summer. It’s the biggest one....screen and storage and I don’t have a lot of stuff in it.

Maybe I will turn it off and then on and try installing it again.

Try and install the update while it is plugged in and charging. Sometimes installs will not work if the battery level is too low.
