Tycoon, you make a relevant observation that,

A politician running for office, not a current member of the military.

A major criticism of right wing groups was that the medals and honors received by the men I cited were unearned. The receipt of such medals and honors, however, is the result of a process - one, I guess, decades or more old - designed and managed by the military command structure.

I suppose one could argue that the critics' issues were with the ability/integrity of the military command structure at that time. However it also worth noting that the criticism wasn't targeted towards one specific person in the chain of command but rather the chain of command as an institution. Let's also recognize that the average joe on the street probably didn't make that connection and, to him, it likely read as, "Republicans are saying that the military just hands out medals and honors like a clown at a carnival so what Kerry/Cleland/etc. got really isn't a big deal."

If Republicans as recently as 2004 are telling the nation that the military chain of command lacks the ability/integrity to manage its own honors programs, how should the public react when Republicans say that same body has the ability to muster and execute the logistics for an invasion and occupation a half world away?

You asked a question about what justifies attacking a current member of the military. That is indeed a difficult to answer and I don't know if there are any specific tests I can offer as it seems almost all active generals are critiqued during their periods of service. A better question might be why any one general - or any of his/her supporters - should feel that general should *not* be.
