Under what circumstances would a child be required to file?

if they receive more than the minimums indicated on the 1040 form (IIRC it is around $3k)

Some kids work.
Have you opened up a magazine lately, or seen a cute kid on a commercial?
Those kids received a 1099 for their time, and it went under that child's SSN, and it is likely that most of those kids have made enough that their parents file a return for them.
