Unfortunately, there's an antiquated SCOTUS precedent from 1920 (shortly after the 16th Amendment was passed) that says it isn't:

If the GOP can revisit Roe, certainly the Democrats could choose to revisit this decision.

If USSC decisions weren't challenged from time to time, Dred Scot would still be in effect. The USSC errs from time to time, and the world changes as well - meaning that some decisions need to be looked at again by a new court in the currently existing world.
