Unless he pardons Snowden and moves towards supporting a proper amendment to secure privacy rights against the government in the US his poll standings will fall even further.

I think Obama has to do something. And getting a "proper amendment" is not required to achieve it. We already have the First, Fourth, and Fifth amendments that should suffice. I perceive two problems with the existing amendments, and it is not the fault of those amendments. One fault is that the writers of the Constitution did not give the Supreme Court the ability to enforce its decisions (it is up to the executive department, and when the executive department ignores the Constitution, what is to be done?), and the second is that for some time now, the Senate has approved only a majority of Supreme Court justices who seem to have contempt for those amendments that already exist.
