Unless the representatives' directions were interspersed with instructions like "Then, after you push past the police, go down that hall to the big room on the left where you will find a bunch of unarmed Democrats huddled," how could we tell a regular tour (maybe coincidentally for a group of insurrectionists the day before their insurrection) from a reconnaissance tour?

First, regular tours were shut down in March, so these were most definitely "irregular" and highly suspicious. Democratic reps were concerned enough at the time to report them to the Sergeant at Arms.

Second, I remember one member of the Democratic leadership pointing out that the rioters went to his unmarked hard-to-find private office that even other members and staff have trouble finding. If video shows someone pointing out his unmarked office, that would certainly be cause for pointed investigation, not hand-waving it away as just typical tour guidance.
