US emergency response procedures are quite a bit different than what Japan had in 2011. The Japanese are in the process of revamping their entire nuclear regulatory structure. Hopefully, they will adopt a system which more resembles the US program.

The link below was written shortly after the Japan earthquake and tsunami. It is an explanation of "what we would do" if faced with the same situation as the Fukushima Daiichi operators. The link contains a certain amount of jargon and acronyms that may not be completely understandable to people outside of the nuclear power industry, but I can attest that the explanation is accurate.
