I consider these two New York Times articles as must-read on the current situation in India.

An interesting subtext here: whereas India's electric power infrastructure needs upgrading/replacing......the implication in the articles is that the only reason that there is any ground-water left in India, at all, is because the electrcity needed to run pumps is so intermittent that they can only pump it down so fast.
