We call it perf-pipe; comes in 4" diam x 10' long sections. Can be glued or not.
We usually place it two to four feet below the foundation & up to ten feet away from the foundation, on the uphill side of the house. Running the length of the foundation. Bedded with a half-foot of 1" washed rock, then covering with a foot of washed rock and finally with dirt. Connected to a downhill french drain (4-1/4" black ribbed plastic pipe).

Generally speaking, we are able to draw 90% of the run-off water away from the house's foundation. It would help, if the foundation was waterproofed as well. Painting the inside foundation walls are a waste of time and money.
