We have a hiring matrix that works almost exactly this way. I hate it!

Personally I use the scoring system to group with best qualified candidates for more careful scrutiny--usually starting with a telephone interview.

Hiring is all about using good judgement and finding not only a well qualified candidate but also someone who fits in the organization and can do the job successfully.

All would agree I think that hiring someone based solely on their resume is usually a mistake. You must have a system with some flexibility. But resume does present credentials and lets you focus on the best qualified.
