We have a state representative here in Richland County, SC (I believe his name is Todd Rutherford), who drives a golf cart to the state house. His golf cart has all the requirements to be able to drive on a street or highway (goes at least 35 mph, has headlights, etc.) So, you might want to check your local laws to see if a golf cart would be a viable option. However, for someone who is in their 70's, you want to make sure they have the necessary reflexes and sight.
