N.B.: "in lieu of." The administration is letting states substitute non-work for work. That is, indeed, gutting the work requirement.
Obama administration assurances to the contrary. Their reasoning seems to be: (1) Romney says Obama weakened welfare reform; (2) the Obama administration says it hasn't; (3) therefore, Romney is lying.

Gosh, who could possibly argue with that?

the Democratic Party faithful insist Romney is wrong because "the president said it, I believe it, and that settles it." Who says religion and politics don't mix? <<
