Well the consensus was that it was highly-indebted Japan. However, the consensus missed one important thing [as oft happens in investing] which is that Japan has had near-Zero rates for the past 25 years! Thus D/S is not at all high.

I would have thought Portugal would get more votes but no. Also wrong.
