If only there were a way for investment banks and hedge funds to acquire cheaply a large chunk of the munis currently owned by individuals, directly and through funds, and make money as the market moves down, and pay very little tax on the profit and income as the muni market recovers and the muni crisis is resolved through spending cuts, economic recover, increased taxes or federal intervention . . .
