What happened in 20 years?

Nothing really relevant. The difference isn't in the political environment. It's that 9/11 and 1/6 were two completely different events from a political perspective.

9/11 was planned and committed entirely by foreign actors, unconnected to any domestic political party or movement. While it was certain that the 9/11 Commission would uncover failures large and small by the federal government, those failures were both manifest to everyone at the time and politically manageable.

1/6 stemmed from a political event in support of the leading figure of one of our domestic political parties. It is thus possible, even likely, that an investigation of those events will be incredibly damaging to that political party and major figures within it.

This was a risk that wasn't present with 9/11, so people are acting differently than they did with 9/11. If 1/6 had happened 20 years ago, I think we would have seen exactly the same thing happen then as is happening now.
