What I think is happening is for some reason your Safari is not syncing through iCloud. You might also check to see if iCloud is turned on everywhere to the same Apple ID. Just turning iCloud off and back on usually resets connections.

I've quit safari on the iPad, turned off Safari in iCloud prefs then relaunched Safari and reenabled Safari in iCloud. Did the same on the Mac. Still no News bookmark folder appearing in the iPad bookmark bar though all of the other bookmarks from my Mac are still there. Odd....
