Assuming your neighbor is willing to trust your judgement, and you don't want to have to spend more time reviewing her portfolio, put the other $100k into an S&P500 index fund. Have the quarterly dividends sent to her, and have the capital gains reinvested.

OTOH, if you don't mind spending a few hours each December adjusting her investments, checkout my message #13041 regarding a 'total return' portfolio. You will be able to generate 10k/year, inflation-adjusted.
