When I worked at a book store we tore the covers off of the mags and just sent them back for credit. We recycled the bulk of the mags content.
However, if you take them from a book store dumpster it is considered "stealing", you are taking profits for the store, distributor, and publisher (just FYI).

With that said, a good place to find mags is at the local recycling center. No one is usually keeping an eye on the bins and although the same moral standards apply--it's up to the individual. In the case of taking them from the recycling bins it's basically like borrowing a friends copy when they are done with it.
