Where Jesus says "Therefore anyone who sets aside one of the least of these commands..." is He talking about the commands of the Law, or the commands He is giving, which seems to include the Law?

Jesus criticized the religious leaders for focusing on minutia, and missing the larger intent of the Law. They also had interpreted the Law in such a way that they made exceptions that Jesus said were not valid.

So here "commands of the Law" seem to mean the OT law as properly interpreted and applied
