To keep a balance on the more liberal party. To make sure that we do not fall into a single party system (like, perhaps Russia or China). To give a voice to the portion of the population not well represented by the current Democrat party. Not all conservatives are the wacky nut jobs on the far right. There are a lot of people who sit right of center but are not out on the fringes that are currently in control of the Republican party.

What would their core beliefs be? Their platform?

The old GOP beliefs and platform would do for this discussion. Lower spending (NOT lower taxes), limited government, family as the core of social activity.

When was the last time we had such a party and what were their beliefs and platform?

1956 might do as an example.

Quoting Lincoln, they said: "The legitimate object of Government is to do for a community of people whatever they need to have done but cannot do at all, or cannot so well do, for themselves in their separate and individual capacities. But in all that people can individually do as well for themselves, Government ought not to interfere."

Eisenhower put in his two cents: "In all those things which deal with people, be liberal, be human. In all those things which deal with people's money, or their economy, or their form of government, be conservative."

The GOP changed a lot with the Southern Strategy** of the 1960's, as did the Democrats. So perhaps the time just before this would be as good a place as any to peg as an example.

** Peter's far too brief and oversimplified summary of the Southern Strategy is: pick up all the racists the Democrats are jettisoning from their party. Recall that the deep south resented Lincoln and Republicans for freeing the slaves. It took almost 100 years for them to get over hating Republicans for that.
