Why would they insist the firefighters sign an affidavit if not for some sort of compensation or gain?

Can't get the article to load....but, one guess might be to simply establish a "paper trail" for posterity. Without proof, this would just become an Urban Legend or "an old family story passed down from your Uncle Joe, who was there way back in '01 when the WTC was hit."

The commentator discussing this that I heard today, suggested that the documentation would allow them to use the flag as a tax write-off for a charitable donation... although who knows how in the world they would assess the monentary value of such a thing.

What happened to just doing the right thing?

Sorry, dumb question...
