Will everyone receive a check this summer or just TAX PAYERS? Not everyone who files a tax return PAYS any tax.

I know what I heard someone say, many times, is that "everyone who pays taxes will see a tax cut." As for the check this summer, it's based on your 2000 taxable income, which would be found on your Form 1040, 1040-A, 1040-EZ, etc.

A single person with $6,000 or more in taxable income should receive a check for $300, if the address the IRS has for them is still good. Someone with taxable income of $600 should receive $30. I don't know how low they will go...

The letters are supposed to go out in July, informing each taxpayer how much they should receive, and when they can expect it. The last two digits of my SSN are fairly low, so I expect to hear "soon." But that's just what I hear -- the bill evidently isn't ready for signature yet. In theory, it could change somewhat before July/October -- if I'm making myself clear.
