With a population peak of only 2-3 times the current population, I honestly don't believe we can sustain an advanced technological civilization over the entire currently-inhabited portion of the planet.

It seems on the face of it that we could sustain a technology AT LEAST as advanced as that of the currently most technologically advanced regions in such a world. After all, we BUILT the current world (which is harder than sustaining an existing world) with less than 1x the current population, and with much less than 1x the current population actually participating.

So please expand on what you meant by that. Are you anticipating it getting harder for some reason to maintain the tech than it was to build it in the first place? Are you assuming we want or need a MUCH higher tech level?
