With a steady supply of natgas you could build a combined cycle gas turbine in Haiti in a jiffy.

In the continental U.S. we assume 12 cents per kilowatt hour. This includes fuel adjustment. This will be a little higher in 2022 but will probably level out in 2023. In the Caribbean we are seeing between 50 cents and a dollar per kilowatt hour. This impacts everything.

For example, in the USA a cell site will run an electric bill of about 900 dollars a month, depending on location and the amount of equipment in it. In the Caribbean we can expect the same cell site to run between 3000 and 7000 dollars a month. This has a significant negative
effect in the economy, not just in consumer energy prices, but in every commercial and industrial endeavor.

It is highly unlikely that the USA would be willing to move NATGAS across Cuba even if Cuba and the USA were best buds. However, if Cuba were to make the offer, then as a containment, the USA might be willing to change its tune.
