Without trying to fight the question, note that more than half our emissions are still coal and natural gas - so for quite a very long time, the low-hanging fruit is still going to be the energy sector. That's where costs per ton of decarbonization are going to be $20-40 per ton, rather than the hundreds or thousands of dollars for EV subsidies.

I do not know what you consider the energy sector. If you mean electrical generation then you are wrong. Only 38% of all CO2 emissions are due to electrical generation.

In 2017, the electric power sector accounted for about 38% of U.S. primary energy consumption and produced 34% of total U.S. energy-related CO2 emissions. Coal accounted for 69% and natural gas for 29% of electric power sector CO2 emissions.

Residential, commercial and industrial use of natural gas for heating, cooling and cooking is about the same as natural gas for electrical generation.

Thus coal is the low-hanging fruit in the electrical generation area. But coal is now only responsible for 26% of total CO2 emissions.

The cheapest low-hanging fruit is energy conservation and increased efficiency. That means energy star appliances, energy efficient buildings, energy efficient industrial processes, and energy efficient transportation.

Natural gas is relatively clean when compared to petroleum and coal. Our priority should be to cleanup our air pollution from coal and petroleum.
