The response to "What about Vanguard Funds?" was simply "we don't have Vanguard funds as an option". The surrender charges are high, at 6-8% in the first year, decreasing to 0% over a 7-year period. Combined annual expenses look to be about 2%, with the principal compounding at 6% a year "with no market risk".

My gut reaction is, despite the carrot of a guaranteed rate of return of around 4% with no risk, to stick with Vanguard funds and steer clear of the annuity.
