Yes, even with the flat tax, The rich will still pay more and not an equal amount on equal terms with the poor.But in proportion as a %, they will be paying equal.I see this as fairly fair but not at par with your equal total amount for each individual for the gov't and services provided to each of them.But I don't think in another sense that a flat non-percentage way would be fair to the poor trying to get rich.And they probably couldn't pay it anyways as you point out.
