Yes the bouncing icon basically means the program is prompting you to do something.

1- Save a document
2- Close a window
3- etc.

In regards to Open Office specificly make sure that you have the X11 Terminal App installed. This is on the OpenOffice.org website and is required to run OpenOffice at least in OS 10.3.9. One thing that I have noticed with Open Office is that I can't open a document by double-clicking on the document or an error will occur. This may be different on your system. The workaround for me is to launch Open Office and from w/in Open Office open the desired document.
