Yes, you can trade within a Roth Ira without any tax consequences.
As for non IRA accounts, you must keep track of each trade. You can have long term and short term losses and gains. Long term is more than 1 year. The maximum federal tax rate is 20% for long term gains. Day traders must keep accurate records and tax reporting for them can be a nightmare.
