You conveniently ignored the part about address changes and the government currently does know and contact them for you.

The government does not have anything to do with address changes or notifying other parties if your address has changed. The Post Office will forward mail to a new address if you provide the Post Office with the new address. But even the post office doesn't proactively notify anyone about your address change. They simply forward mail that they receive to the new address instead of sending to the old address.
